Lord Stern was asked by the UK government to assess policy options concerning Climate Change. Lord Stern recognized the danger of getting bogged down in the ongoing debate about the science of Climate Change and neatly sidestepped it. Instead of appealling to science to argue the inevitability of Climate Change, his analysis instead focused on risk: if significant Climate Change does occur then the economic cost would be enormous. As an alternative however, investments made to curb greenhouse gas emissions at this stage are relatively cheap. The rational conclusion is that making relatively small investments to curb greenhouse gas emissions is the best approach as it lowers the risk of substantial damage to the global economy. This logic is sensible to the majority of the public and more to the point, it doesn’t require a detailed understanding of climate science.
